The Punjab and Haryana High Court on Monday heard the parole petition of Khadoor Sahib MP Amritpal Singh, who is seeking permission to attend the upcoming Winter Session of Parliament. After preliminary arguments, the court scheduled the next hearing for December 8, 2025.
High Court Seeks Complete Record from Punjab Government
During the proceedings, the High Court directed the Punjab government to submit all relevant documents and records explaining why Amritpal Singh should not be granted parole.
The state government had earlier rejected his parole request citing security concerns, a decision now under judicial scrutiny.
“If Custody Parole Is Not Possible, Allow Video Conferencing” – Counsel Urges Court
Amritpal Singh’s lawyer, Advocate Imaan Singh Khara, informed the media that an alternative proposal has been placed before the court. He argued:
-
If the state finds it unsafe to grant custody parole,
-
then Amritpal Singh should at least be allowed to participate in parliamentary proceedings via video conferencing.
According to the counsel, this arrangement would safeguard the MP’s constitutional rights while also addressing the government’s security concerns.
Legal Team Plans to Challenge NSA Charges
Advocate Khara added that they will also challenge the imposition of the National Security Act (NSA) on Amritpal Singh.
The MP has been detained under the NSA for several months, and the legality of the move is now likely to face judicial examination.
High Court to Review Security-Based Objections Before Final Order
The High Court will review the Punjab government’s documents, including:
-
Security assessments
-
Grounds for rejecting parole
-
NSA-related justifications
Only after analyzing these records will the court deliver its next decision on Amritpal Singh’s parole request.
The outcome of this case is expected to significantly influence the parliamentary participation rights of MPs held under preventive detention and could set an important legal precedent.
